Virginia Jail VINE is a person-specific custody search and notification layer for local and regional jail data. Portsmouth-supplied events can include release, escape and recapture, transfer, and death. Some Virginia jails add work-release or home-electronic-monitoring events, but the research does not establish that Portsmouth supplies those optional event types. The service should not be treated as a complete jail record.
Portsmouth Sheriff does not publish an online inmate roster. VINE therefore fills a useful event and alert role, but the Sheriff's terminal release or transfer report remains the decisive local record. A person can leave Portsmouth City Jail because of bond, a court order, time served, or transfer to another custodian. Portsmouth VINE Release Fields
VINELink presents data supplied by the participating agency. The exact fields can vary by record and custody source. Portsmouth has no public roster field inventory, and VINE promises no fixed period for keeping an out-of-custody result searchable. Save a lawful notice when it arrives, then request the underlying release or transfer report if the event must be documented later.

Three Virginia Release Alert Layers
Virginia has three nonportable notification layers. Local Jail VINE covers jail events and is open for public registration. VADOC NAAVI provides state-custody notices to qualifying registered victims. The Virginia State Police registry offers separate tracking only for people who are independently required to register. Enrollment in one system does not enroll a person in another.
A Portsmouth Jail VINE registration does not follow a transfer into VADOC. A qualifying person must enroll separately in NAAVI for state-custody notices. NAAVI excludes local or regional jail inmates and probationers or parolees. Its notices may include an advanced release date, changes to that date, actual release, transfer, death, escape or recapture, work release, a name change, and parole events.
The State Police registry is not a general list of released people. Registry presence does not prove parole, probation, or a recent Portsmouth jail exit, while absence proves none of those things either. Each layer has a different lawful purpose, record source, and enrollment rule.
Portsmouth Release Alerts by Custodian
For a person last held at Portsmouth City Jail, first call (757) 391-3177 or (757) 391-3178 for current custody status. A negative answer is only a current observation. Request the terminal release or transfer report and check the Portsmouth court case. VINE can corroborate an event, but the Sheriff record supplies the physical exit and destination.
For a person transferred into Virginia state custody, use the VADOC Inmate and Supervisee Locator and request the VADOC notification or Order of Release for a completed event. Jail VINE does not carry over. A future date or parole grant is preliminary until the state release is executed.
Federal custody needs a different tool. The BOP locator can report departure from BOP custody, while pretrial USMS custody has no comparable public name locator. ICE's detention locator checks current searchable immigration custody, not a release history. VINELink cannot establish a federal or immigration outcome.
Confirm a Portsmouth VINE Release
Updates can lag, event labels can combine release with transfer, and older results may disappear. Match every notice to the agency that supplied it. If Portsmouth City Jail supplied the event, ask the Sheriff's Records Unit whether the recorded disposition was bond, court-ordered release, time served, transfer, or another exit. Use the court case to explain the legal order.
If VADOC supplied the event, request its signed release documentation and time-computation record when the exact date matters. If the record names another receiving custodian, follow that agency rather than treating the first exit as release to the community. This distinction prevents a jail transfer from being mistaken for a complete release.
A Portsmouth Jail VINE result should be preserved with the person’s displayed agency, booking or offender identifier, event wording, and the time the result was viewed. State custody needs a separate check. Jail VINE registration does not transfer when Portsmouth sends a person to VADOC. A qualifying registered victim must use NAAVI for state-prison notices, which can include an advanced date, changes, actual release, transfer, escape or recapture, and parole events. NAAVI is not a general public tracker and does not cover local jail inmates, probationers, or parolees. The VADOC locator remains the public status path for active state custody or supervision.
The Virginia State Police registry is also separate. It covers only people who have an independent legal duty to register and supports its own tracking tools. Presence there does not establish a recent Portsmouth release or active parole, while absence says nothing about a person who has no registration duty. Federal custody is outside Virginia VINE coverage. Use BOP for a sentenced federal prisoner, and read “Released” as release from BOP custody only.
